Lead Poisoning Prevention Act now called Healthy Lifestyles
Our Position: support
Bill Number: SB1324/SB642/HB393
Sponsor: Senator Les Miller & Representative Arthenia Joyner
Legislative Session: 2006
7/5/06: 06/22/06 Approved by Governor; Chapter No. 2006-269
5/5/06: The content of the Lead Poisoning Prevention Act is now in the "Healthy Lifestyles" Act.
5/4/06: passed as amended into SB1324: ordered enrolled
4/29/06: The Senate bill has made it through all the Committees it was referred to, but the House bill doesn't have the same support from members, and is stuck in the last Committee of reference.
On 4/17, the House Governmental Operations Committee passed the bill, but not before removing the $1.3 million appropriation for the program of public education and testing and identifying children and people at risk for lead poisoning. The appropriation was specifically left to any funds provided in the General Appropriations Act, which is currently being negotiated by both conference committees for passage in the final days of session. (The Senate had earlier removed the reference to $1 Million in federal funding for the Dept of Health for administration of the proposed lead poisoning program).
This bill creates a Lead Poisoning Prevention Screening and Education program.
The program will be administered by the Dept. of Health. They will create a multifaceted, statewide educational program to increase public awareness of the hazards of childhood lead poisoning, primarily exposure to lead-based paints.
The bills also establish a statewide screening program for early identification of persons at risk of lead poisoning.
