5/5/06: Bill did not pass.

The potential problem with this legislation is that it appears to CAP what all Water Management Districts are permitted to raise. One thing this could do is prevent the North Florida Water Management District from ever raising enough money to implement the Environmental Resource Permit.  The verdict is still out until we analyze this further.

  millage rate is subject to annual authorization by Legislature; requires
  Legislature to annually review said district's millage rate; requires
  Legislature to annually set revenue authorized to be raised by each said
  district from ad valorem taxes; provides that said district's fiscal
  year begins July 1; provides timeline for said district's budget
  submission; provides for implementation. Amends 373.503,.536.  EFFECTIVE
  DATE: 07/01/2007.
