5/4/06: HB749 passed and ordered enrolled and sent to the Governor.
4/29/06: 05/02/06, SB1874 Placed on Special Order Calendar; House bill in Senate messages.
4/22/06: Both versions are on their respective floor calendar, House & Senate, second reading.
4/14/06: the bill now allows for the local government to decide septic vs central sewer lines, not mandatory.They still have to do an analysis.
3/06: HB749: Sewage Treatment and Disposal System bill by Rep.Bowen, or what we like to call, “Septic tanks Rule” by making it harder for local governments to run central sewer lines (cost benefit analysis would be done to determine if the sewer lines are more expensive than septic tanks, and if so, then septic tanks win.) The developers get off cheaper, the environment takes the negative hit in the long run.
These bills have the potential to allow for sprawl by using septic tanks instead of central sewage systems, thus septic tanks would satisfy (water & sewage) concurrency requirements. New development would not be required to hook up to existing water and sewer services.
