House Bill 273 establishes a new financial penalty that will intimidate local cities or organizations like Garden Clubs from highway beautification along Florida's roads. As such it will rob the public's right to use public property for beautification purposes, asserting supremacy of advertising over civic beauty. Taxpayers could be required to pay fines for public
trees within a broad swath around any billboard - even an illegal one.
